Sisters property

My sister and her husband moved a new trailer on their property in 1981. When they placed the new trailer on their property, they placed it to where it is over the property line by a few feet. The property line in question belongs to our mother. My mother knew about this and she scolded them, but it was already done. My sister passed away in 1997 and her husband took out a loan on the property. He defaulted on the loan and the property went into foreclosure in 2001. The new owner turned around and sold it and now the current owner is claiming adverse possession because it has been over 21 years.

Can he legally do this when my mother was aware of the situation?

Next problem, my mother passed away in April.
