Does the state or townships grant a liquor license according to population or monies paid? I’m considering a bar and grill.What is the name of your state (only U.S. law)?

In Wisconsin, the licenses are issued by the local municipality. Yes money is involved. They all have their own criteria for issuance. You also need a state seller's permit. Your employees will also need the appropriate certification.

It goes by township and the population; I can't remember the formula. There should be no money (besides what is required) involved.

You also need to read the deed restrictions on any property where you plan to place the business to make certain no restriction exists that precludes that site. And make certain of appropriate zoning.

If your thinking of opening in a rural twp your county may have the final say when it comes to the zoning part.
