Statute of Limitations on Collecting for Easement Repairs

I own a road that 7 other neighbors have an easement for. I made some road repairs last March. According to California State Law, anybody who has an easement is required to pay their fair share of road repairs. All neighbors agreeably paid their share, except one neighbor who has refused completely - he even sent me a letter explaining why he wasn't going to pay (none of his arguments were valid, but it clearly showed me his intent). I assume I have a year to take him to small claims court. Does anybody know the statute of limitations on something like this in California? Or where I might find this info out?
