What is the name of your state (only U.S. law)? IN

We are in Section 42 apartments (ALL apartments are), you had to hand over your whole life when you moved in. Which we understood that moving in years ago, every tenant including kids have to be put on the lease when we recertify each year. The issue at point now is our neighbors 30ft away, there’s two sisters (mid 20s) and their combined kids (1-4yrs). They are like a party place and have everyone and anyone over at their place all hours. We have complained to management about them many times and so have several other tenants. We have called the police about them at 2am screaming and fighting. They suddenly shut up when a cop pulls into the neighborhood (most of them duck and hide into the apartment) and act like they must have been just talking loud and they are sorry. Police check the two peoples I.D.'s and tell them to be more quiet and off they go. Management says the only way to get have them removed is they (management) has to have enough police records to show major issues (like reports showing whose all staying there/ drugs/ etc). There are 6 apartments to a building and 3 of the tenants work nights. So that leaves basically two of us to call police. The last time police were called they (one of the girls many friends or boyfriends) banged on our door the next day and said "hey if you have a problem with us then tell it to our faces". I called management right afterward but again they said it’s going to come down to a tenant vs. tenant thing. We are liked by our other neighbors and have been here for years and now these wild bunch are going to chase us out. We’ve never had a complaint about us ever. The police around here have been worthless. How can we prove they are breaking the section 42 rules (other others) without anymore tenant to tenant wars?

Our porch's are 30ft from the each other, some other things that go on their kids come to our side banging toys and basketballs on our door and wall and running up and down and up and down our stairs and here we are suppose to keep taking this.
