What is the name of your state (only U.S. law)? tennessee
a tree in my yard falls during a storm and damages my neighbors
property, am i liable?

You are not responsible for acts of nature. For you to be held liable the damaged owner would need to show that you failed to properly maintain the tree to a degree that the tree posed a problem. If there was a branch that was cracked and sagging down and you did nothing to remove it, then the neighbor could claim negligent maintenance which contributed to the damage.
