What is the name of your state (only U.S. law)? Connecticut
I have a tree in my yard and the heavy winds split a large limb off and it fell into the neighbor's property. The neighbor's want me to take the tree down but the tree is otherwise very healthy. What is Connecticut law as to what responsibility is mine and what is the neighbor's?

If the tree is healthy, you can't be held liable for damaged caused by it, should it fall. If the tree is not healthy, you can be.

I suggest you get an arborist out to inspect the tree and give you something, in writing, stating the health of the tree. If it's unhealthy, go ahead and get it cut down.

A certified arborist can make the determination. But even so if the limbs are huge and hangin gover the neighbors house or close to it, there may be a liability issue.
