Unwanted cigar smell from adjacent neighbor

For close to two years we have tolerated the awful smell of cigar smoking from our next door neighbor. It even funnels through our windows and into our house since we live up against a hillside. Do we not have the right to an odor free environment? Shouldn't he have to contain his odors within his own property lines? There are no local ordinances against odors in private situations, only industry. What do we do?
