i need to know what the law is in the state of Georgia concerning my neighbor having a video camera in her window that is filming my house,and my other neighbors house that is just beyond mine. Can she legaly do this? does this cross some kind of privacy barrier?

it's legal to videotape anything visible from the public view (or in this case from her property). If you dont like it get some shutters or put up a fence.
