What is the name of your state? Indiana
My neighbor lives on lower ground then our property.So some of our rain water flows on his grass. He is now trying to build up his land higher than ours to prevent water from traveling on his. The problem with this is that now we now we have low areas which are holding water and will not drain and creating a mess on our property. Is this legal?:confused:What is the name of your state?

Generally altering the natural flow of water is illegal. Contact you city engineering department and request them to inspect his changes.
