Recently, a Consumers Energy meter reading rep used pepper spray on my dog while crossing my property to get to my neighbors yard. What are my rights?

None, unless the meter reader did it maliciously.

The meter reader has every right to be on your property and ever right to defend himself if your dog chose to come after him or appeared vicious. Pepper spray burns like heck, but is not permanent. Next month, keep your dog contained on meter reading day.

the meter reader does have a very limited right to do what he has done. If you do not want the meter reader on your property, speak with the POCO (Power Company) and ask them how to arrange to have your meter read occasionally so as to be able to bill you. They do not have to agree to anything and if you are not happy with that, forbid them from entering your property but understand they can and will turn off your electricity.
