debt settlement fraud

What is the name of your state (only U.S. law)? FL. I approached a debt settlement co regarding the program. I elected not to proceed for various reasons. A month later I received a notice for a payment, however it stated it was not a bill but it showed that it was paid. I called the billing company, and they advised me that deductions were being made from my checking account for the debt settlement company. I advised them this was unauthorized, and I never signed anything for the deductions. I was told to take it up the the company directly as they were outsourced to handle the banking. The company said they would refund the money if I signed a Release of Liability form. Why should I sign that? They are liable. What recourse do I have and can I sue them for fraud or other damages as this had been a total nightmare dealing with these people? Would like some feedback as to what I can do and if they are using these types of business tactics on other consumers, what can be done? Thank you. What is the name of your state (only U.S. law)?
