How can I get items back after refunded before got the items back?

What is the name of your state (only U.S. law)?
I am in NC selling items on Amazon.com.
I refunded the money before got the items back but the buyer insist he doesn't have to send the items back due to wrong items sent to him.
They were same items but different color on the package: blue instead of green label.
How can I get the items back?

You could appeal to the purchaser's better nature, perhaps?

How easy have you made it for the purchaser to return the blue labeled item for replacement with the green labeled item? Did you provide a box for shipping with a shipping label, for easy pickup by UPS?

Your error was in not waiting for the return of the items sent before refunding the money.

Well I did sent him a return label to send back to me but didn't work.
I have learned my lesson from this experience.
