If someone were to order the prescription drug modafinil from overseas, would that person be in trouble, charged, or arrested if the package was seized at customs? Or, would they get in trouble, charged, or arrested if the package made it to their home and they received the package?

If you had a prescription for any drug that required a prescription in the US you would have no trouble in either case.

But if you ordered a prescription drug without a prescription I imagine since your name is on the package it could go either way.

Conclusion: Don't order prescription drugs without a prescription.

Common sense.

It's illegal to import a Schedule IV controlled substance such as modafinil.
