a curbstoner is a person that sells a used car along the curb of a roadway. That way there is no address associated with the place and since many of they are doing things like title jumping or other illegal acts, it's harder to even figure out who they actually are let alone where they live or work.

Justa is right both in definition and with the etymology of the word. Most states place regulatory requirements on car dealers for exactly the reasons why you run into problems with curbstoners. If their volume is slight and they're reputable enough they may fly under the enforcement radar. I have a friend who essentially flips cars (he buys them for cash from those in economic trouble, does minor fixes to them, and resells them).
