refund trouble

What is the name of your state (only U.S. law)? Oklahoma
Dear person who concern this.
I bought 8 text books , CD rom for study and USB drive of Roger CPA company from this seller.
After I received the item, I knew these issues.
1. The USB drive needs serial number. I asked the seller to gice me serial number and what he gave me is wrong number. Moreover, the USB has expire day and the seller didn't told me about serial number and expiration.
2. CD rom has scratch mark and it did not work because it looks like licensed items. And it has no explanation paper for CD rom and USB.
The seller did't tell me that he does not have explanation paper for CD and USB.
3, I noticed from text books that Roger CPA company does not allow reselling, Therefor to sell this item itself violates the company's right.

The seller did not tell me this issues until I asked.
And I required him to accept refund. He told me he can accept refund after I send back the items.

I send back the items the seller by same way to pack and same box.
Of course I put all the material what I got.

After I got delivery confirmation,I send him e-mail.
Then he told me CD and USB is damaged and CD is not same what he send me. I send back absolutely same not only CD but also all material. He complain about this things and hesitates refund me money.

I asked him to send me picture how it is damaged.
But he told me he can't do it.
Since the items are returned the seller's place, I can't say anything about
current condition of item. If the seller talking truth, I need to submit
insurance cover for the delivery with picture.
( he told me return should be earlier than refund. It is ebay's policy )

Would you tell me how should I solve this trouble please?

sincerely

You didn't give enough information about the purchase.

Where did you buy the items? What is their policy about refunds?

How did you pay for it?
