Selling car over seas. Release of Liability?

What is the name of your state (only U.S. law)? CA.
I sold a car on ebay and the car is being shipped overseas, to the buyer. Do I need to send in the Transfer and Release of Liability form to DMV?

Overseas isn't any different than to another state. But whether you sell it to your next door neighbor or have it shipped to Mars, I would always report it to the DMV (and frankly, I'd take the plates as well).

You have FIVE days to do this by law and protect yourself.

The plates stay with the car in CA (unless they are specialized plates.)
