I am starting a competition online where people pay to participate and the winner gets a cash prize. My question is is this legal? Is it a ponzi scheme or a scam that I could get fined for?

Not only is the name of your state important (or the name of your country if you are not in the US), but more details about your competition would help determine if your competition as envisioned would violate any laws.
