Financial exploitation of disabled individual

What is the name of your state (only U.S. law)? Virginia

Are there laws that mandate the protection of the disabled from being financially exploited?

Are law enforcement, Department of Social Services and financial institutions obligated under any mandate to conduct investigations and protect a disabled individual from further exploitation when they are notified of the exploitation acts?

And can any one of these institutions be held liable for refusing to act on months of complaints to prevent the exploitation of a vulnerable adult?
