What is the name of your state (only U.S. law)? Arizona
Besides dental records, how would someone go about finding out their true identity with no knowledge of their birth date, parents, or even real name?

You would need some lead to begin with. Are we talking about an adoption here? Are any family members still alive who could provide any information? Could blood tests be used to prove family relations (like your "adoption" being a sleight of hand to cover up the unwed pregnancy of a sister/aunt who was a minor)?

Dental records are not a good way to determine your heritage. Instead they can be used to match you to an earlier version of you when you last had dental work.
