What is the name of your state (only U.S. law)? Illinois

I have a friend that was convicted of Aggravated Criminal Sexual Abuse/Family/Victim 14 when he was 19 years old. He is now 27 and has been trying to fight this charge with no avail. The victim in this situation is his 1/2 sister and he has statements from his sister that this charge and actions never happened. To this day he has contact with this 1/2 sister and has a good relationship with her. There are statements on file that when this happened she has a strange crush on her half brother and that she made up this story because she found out one of her friends liked her 1/2 brother. At 19 years old and very terrified he signed his rights away to avoid prison and was pressured into making this decision by the police and is now stuck with this horrible label. The 1/2 sister has even offered to testify again but everything seems to be just stuck and not sure if anyone would even take on this case, is there any hope at all??????What is the name of your state (only U.S. law)?
