Being Harrassed and possibly extorted

An acquaintance stole some property from me potentially worth a great deal, it was returned and I have not pressed criminal charges but he is harrassing me constantly, threatening me and tried to make me agree not to press charges and sign something stating such if he returned my property. As this was a business relationship, there is property belonging to this person at my place of business that he has been having everyone he knows calling me and my lawyer to get back. I have told every person that has called that I have no problem giving the property back but I fear for my personal well being and do not want this unstable individual in my place of business unescorted. He has threatened, stole, harrassed, screamed, threw fits of rage and extorted me and I would not put physical violence past this person, yet the police seem unwilling to get involved and I am told restraining orders will take weeks to put in place not that I really think it would do any good as this person is not rational. I am uncertain how to proceed, I want to get this persons property out of my possession and remove this person from my life, but my lawyer says if I put the stuff on the sidewalk and tell him to come get it that I am liable for any damage. I want this person out of my life but I don't want to risk my life. Does living in constant fear of what this person might do constitute harrassment? Can I charge this person with something to get the police to take notice and try to help protect me? I don't want to have to die to prove that I should have been taken seriously in the beginning. Sorry for the lengthy post.
