Can 10 year "flop" for Ohio rape conviction be fought?

In 1989 an Ohio inmate was sentenced to an indefinite sentence, 2 counts of rape 5-25 yrs consecutive. At 1st parole hearing in 1999 recieved a 10 year flop. Could this be fought or are the parole board's decisions final?
