What is the name of your state? WA

theres an no contact order between my children and an adult not related in anyway, its for 1 yr and it stipulates no contact with children, cant come within 50 feet of residence. My kids mom allows him to come over knowing of the order, is there something I can have her charged with knowing and allowing the violations to occur?

Sure, call the police that serve your kids's mothers town/area. explain to them what is going on.
