Can my family get a restraining order?

A family member was sexually abused (she is now 17) and her abuser was sentenced to prison for 8 years. He was recently released and has been calling and threatening her family and friends.

She currently lives in North Carolina and the abuser is living in Nebraska. He has contacted family in Iowa, Illinois, and Texas.

I believe she is eligible to get a restraining order, but can the family/friends also get a restraining order? Would this provide some resolution (or grounds for resolving if it were violated) to the threats?
