complaint against police department

does a police have to automatically arrest someone who forced themselves into another persons home even when the renter pressed charges against violator and filled out complaints and is now being evicted and harrassed by this violater. the police officers are friends with the violator,and the renters boyfriend is being harrast by the offender and the police whom are there friends.
the incodent started over a wagon.the nieghbors child took the wagon and was told to ask permition. the childs mother came out her apt. yelling and tried to assalt the victems boyfriend,meantime victemtried to step in and her being pregnant the boyfriend tried to restrain the other woman so she wouldn't hurt pregnant victem .victem called police and befor the police came
the irate-womans husband tried to enter the victems home. a police officer had to pull the man out of victems home.both victem and boyfriend filed a complaint and told the police they would like to press charges.nothing was done to the violator so a complaint was filed against the police officers for not doing there job and the complaints came up missing
the victem and her boyfriend went to the store and was followed , harrast
and threatend victem .another complaint was filed and yet nothing was done mean time the police being friends with the violator thinks that its a joke and harras the victems boyfriend.
What should we do to stop the harrasment from both the violator and police whom are the violators friend?????

The eviction part is irrelevant. But, the police probably do not HAVE to take a person in to custody when they are charged with a crime. Even in CA we have options when accepting a citizen's arrest.

the police officers are friends with the violator. complaints were filed against the police officers for not doing there job and the paperwork came up missing at the station.
Certainly the right way to handle it ... but I do not think Ohio law says that the officer must put someone in jail because the victim demands it.

so now there have been complaints filed against violator and nothing has been done about it.
Check with the local prosecutor's office and see what the status of the case is. The prosecutor decides what cases they take to court, not the police.
