What is the name of your state? Germany

14 year old boy, here in Germany with military family, has been accused of molesting a 5 year old boy. There's not a lot of doubt that the 14 year old did, in fact, do this.

Military social services was notified (by the 14 yr. old's parent), and the boy has been receiving counseling through them. (this started more than two months ago, if that's relevant).

Military Police have declined to arrest/charge the 14 year old boy, as they have no provisions for such a thing.

As per Status of Forces Agreement, the information was turned over to German police. They also declined to press any charges, as this happened by an American, to an American, on an American military base, and has no effect on the country of Germany.

The family of the 14 year old is going to be sent back to the States, so that the 14 year old can be seen by a credentialed (sp?) psychologist that deals with sex issues in teens.

Upon return to the States, and when this gets reported to the new psychologist, could the 14 year old then be charged by local police for a crime that was commited outside their border?
