Credit Card Fraud in CA??

I have a friend in California who made a bad decision while she was going through a very tough financial period. She opened an American Express card in her own name, using her own address, her own DOB... but another person's (a friend of hers) SSN.
Amex issued the card and she used it for several months, always paying the balance in full and on time. Toward the end of this period she had a monthly bill of $3800 that she couldn't pay in full and it got 60 days past due. The card is now paid off and closed, but her friend discovered what she did and has gone to the sherrifs dept.
She filed some sort of fraud charge and they are investigating. Amex is not a party - they got their money. The friend whose social security number was used said to the deputy, "I want to see her in jail!"
The friend who did this has retained counsel, but is obviously very worried about possible outcomes. What is the most likely scenario?
And does Amex have any culpability - they certainly didn't verify the app very well - the name did not match the social or DOB on the credit file when they scored it? How could this even have gotten opened?
