Dogs in vehicles?

What is the name of your state? Pennsylvania

I've searched around but can't find a specific answer. What is the law in Pennsylvania for transporting a dog in a vehicle? Must the dog be tethered with a seatbelt? Or simply contained within the vehicle?

What about when I see someone on the highway with a dog in the bed of their truck? Is that legal? Can I report them?

**A: no, unless the dog is driving. In whcih cse the use of a lap belt is required.

Or simply contained within the vehicle?
