What is the name of your state? Illinois

A friend of mine was arrested for drunk and disorderly and disturbing the peace and one other minor charge (can't remember)- all for yelling at a fast food manager (no physical contact, and we left without incident). Apparently, the police were called and we were stopped about 5 blocks from the restaurant. Happened at 3 am in New Orleans, LA - not during Mardi Gras.

They arrested him and he was in jail for about 8 hours. We bailed him out for $600. He could of went to court, but we didn't want to miss our flight home. They never took finger prints or pictures or anything like that. Here is the questions:

1. Is he a felon because of the three violations?
2. When he fills out future job applications, does he need to check ever been convicted or arrested?
3. Does this go on his permanent record?
4. The bail was in lieu of court appearance. Does this mean there is now a warrant out for him even though we paid his bail?
