What is the name of your state (only U.S. law)? Texas
My brother and sister-in-law live in Texas. I have learned that she filed a claim for welfare and medical care for their son claiming that he had moved out (he had not--but he created a PO Box to receive his mail). He claims she did all of the paperwork, but he has known for a year that she is getting money based on these filings.
Question one: Am I subject to possible criminal penalty if I do not report the fraud?
Question two: Is my brother subject to criminal penalties for failing to report fraudulent claims by his wife?

Question three: Since they are married, does he face the potential of prosecution for welfare fraud also?
