FBI no. on arrest report

What is the name of your state? MO


On an arrest report at the top it has a section they fill out asking things like state no., local no., hold order, etc. It also has a space for FBI no. In this particular situation the four people arrested had mostly NOF (not on file?) in most of the sections, but one person had a number under the FBI no. section. Does this mean that they have a previous record with the FBI or just one of the lucky people who's name was sold to the FBI by that marketing company? If it does mean something, is there a way a regular citizen can find out why they have an FBI number?
