How much time does an officer of the law have to file a report to make an arrest or to charge an individual for a crime?

Depends on the crime.

Section 556-036 Time limitations.

Failure to promptly make a report or log evidence may be used in your subsequent trial when questioning the accuracy of the officer's recollection of event.

But once charges have been filed and you have an arrest warrant, then you can expect that warrant to stick around until you are arrested. After that, there are other time limits, such as for a speedy trial.
