If Someone is charged with the same crime they received first offender for will the second charge be counted as a second offense or will it count as the first offense?

It is clear you should discuss his with a lawyer.

If you cannot afford one, and the court finds that to be true, they will provide the public defender to represent you.

He is the one who will know what the state wants to get you on.
