Forgery of High School Transcript to Colleges

My son forged his high school transcript and was found out by the college he sent it to.

Is this considered a forgery? Can he get in trouble with the law for this? They are threatening to press charges, but I'm not sure exactly what they can do... Is it a legal document?

Here's a link to an article about forged transcripts. It's about students at a college, but I would think that the same law applies. According to the article, the students faced possible charges of fraud and computer tampering.

Whether it is a crime or not will depend largely upon the details of exactly WHAT was done.

Yes, it can be a crime, and probably is. But, the devil would be in the details.
