Forgery: Sold Funeral lots

What is the name of your state? California

My father sold my mother’s funeral burial lots (2) in '94. My mother was granted both lots in an ’88 divorce. They’re worth about 6K total today. My father sold them to a broker, who sold them to a fourth party. My mother’s signature was forged. Someone is now buried in these lots.

What should we do?
We just found this out, but they were sold in '94, can we still do something?
Is this considered forgery? or contractional law or something?
What kind of lawyer should we look for?

Is the broker responsible for any of this? Aren't they responsible for identifying people and/or notarizing documents?

I'm looking for direction on what to do. Obviously getting the correct lawyer would be the best start.
