Friend's 38 yr old husband gets son to buy drugs

My friend emailed me about a problem she's discovered. Her 13 yr old daughter has told her in a fit of anger, that her stepfather is having her older brother buy pot for him, and that they are then smoking it together.
I was wondering what the law was on this and my friend's implications with it all.
