how serious is mooning?

What is the name of your state? VA

Just a question about how serious mooning is considered. It did not happen out in public, but in view of others. From a legal standpoint, what is the worst that it can carry, and the least? A buddy is struggling with this right now and I'm trying to give him what little advice that I have and telling him it was childish and dumb!

there is no charge and no one is pressing for anything right now although a couple of other people are aware of it.
