I wrote a hotcheck. I reconciled with the business. The DA will not drop the Class-B theft charges. The business even asked her to. What grounds does the state of TX have to interfere? What do I do?

You committed a crime against the State of Texas & TX gets to decide whether or not to charge you. It's just like all those domestic violence cases where the prosecutor proceeds even though the victim wants to drop the charges. Get a defense attorney.
