First of all, a CI doesn't have to make an arrest stick. That is the responsibility of the District Attorney's office in conjunction with the police. The reliability of a CI depends on how truthful they have been with the police and D.A. Also, if the CI risks his life or serious injury to provide information to the police then this is an indicator of his/her seriousness and reliability.
