one of our new neighbors has been driving reckless and last week he drove his car into our yard, tearing up the yard and hitting the trash can. then he took off. We have witnesses and I have seen the same person continue to drive reckless. Is what they did considered leaving the scene of an accident?

Your question is moot.

Sue the bad person in small claims court for the damage he caused.
