loss of rental car

A car was rented by a friend who put a second driver on the agreement. The second driver was supposed to return the car on the due date. My friend received a call from AVIS saying the car had not been returned and she had to pay more money while she tries to locate the second driver. My friend is very frightened. What is her recourse if the second driver cannot be located and the car is lost?
