What is the name of your state (only U.S. law)? California

I received a letter in the mail. The kind that lists 6 names and you send each person on the list one dollar by mail. Then you remove one name and add your name. It's states that you need to add this statement of your letters that you mail out "Please add me to your mailing list".

I would just like to know if this is legal. Thank you.
