I have a friend that has a 16 year old daughter who smokes and so do her two closest friends. The friend's parents purchase their smokes for them. Is this legal? Would this be contributing? My friend's daughter skips lunch at school to buy her ciggs. Can these parents get into trouble?

It is against the law for minor to have tobacco or alcohol products, no matter if their parents gave their permissions. The only thing that law exempted is R movie if parents okayed with this.
