I have had a minor conflict with a neighbor over parking. It turns out that their daughter is a city of Henderson code enforcement officer. She uses her position to threaten citations over such things as my motion detector lamps in my driveway. Someone shot at the lamps. I later learned that one of the code enforcement officers instructs persons who complain about lighting disputes in their neighborhood to shoot them out. Do I have any legal recourse? I have complained to the head enforcement officer to no avail.
