What is the name of your state (only U.S. law)? Florida

Hi all, i have a question. I live in NY, my sister lives in Florida. in 2002, she used my social security number to get electric and phone. I chose back then not to press charges because I was told I had to go to Florida to do so. Now, I want to. A friend told me it is too late to press charges because it has been 7 years and the statute of limitations ran out. Is this true? Thank you in advance, Tracy
