What is the name of your state? Indiana
i have a family member being charges with murder and he was appointed a local attorney with no experience in this matter. how can he get a qualified attorney appointed to him? the courts appoint this attorney to everyone that they want to win the case against. he was told he could not dismiss this lawyer and get another appointed to him.

A defendant has the right to get a new appointed attorney only if he can show the attorney he has is not giving him adequate representation. Lack of experience doesn't necessarily mean he is going to provide poor representation. The rules of professional ethics require that inexperienced attorneys consult more experienced attorneys.
