My friend got laid off and in spite and the fact he had a drug problem he continued to put in time on his time card via internet and they paid him for 5 months total of 19,500. What is he against and shouldn't they have made his time card not functional due to the fact they new his work was over

Yes, they probably should have inactivated his time card, but they committed no crime in failing to do so. Your friend did commit a crime by putting hours on his time card in order to receive money from his previous employer. It isn't the company's fault that he chose to do that.
