I was wondering if it is legal to sell a novelty id to someone if the buyer signs a paper stating he or she assumes all actions associated with the card after removal of a "novelty" sticker on the front?

Producing any document that can used for the purpose of deceipt is illegal and is a federal offense. You will want to save your novelty stickers for Big Bubba at the Crossbar Hotel, they might distract him when he tells you to pick up his bar of soap. Conviction carries a minimum 7 year sentence and $100,000 fine.
