Ohio Code for "Right to Access Public Records"

What is the name of your state? Ohio

I'm requesting a subpoena be issued for public records pertaining to my speeding citation which is to be heard soon in a trial. I have to site the code that allows me access to these public records and don't know what it is. Does anyone know the Ohio code for this?
