on parole, arrested but charges dropped

What is the name of your state (only U.S. law)? TN
Friend currently on parole was arrested and charged with an assault charge. /several weeks prior to the case going before the grand jury the parole board gave him 12 months for this arrest. Case was thrown out by the grand jury. He requested and was denied a parole review. Considering that the only reason he is in jail currently is from a charge that was thrown out of court, why is the parole board able to keep him incarcerated? The letter he received from the parole board stated that no further requests could be submitted. What options does he have at this point?

Without seeing the parole board paperwork it is conjecture. He may have gone down for behaviors in the course of being charged with the assault.
